Chairman McIlroy called the meeting to order at 6:00pm, followed by the Pledge of Allegiance.
Motion by S. Storms, seconded by R. Vary to approve the minutes of November 15, 2016 as presented. Ayes-6, Nays-0. Motion carried.
Motion by P. Smith, seconded by S. Storms to nominate W. McIlroy as RACOG Chairman. Ayes-6, Nays-0. Motion carried.
Motion by T. Stewart, seconded by R. Vary to nominate P. Smith as RACOG Vice Chairman. Ayes-6, Nays-0. Motion carried.
Motion by P. Smith, seconded by B. Ferguson to nominate C. Vargulick as RACOG Secretary/Treasurer. Ayes-6, Nays-0. Motion carried.
K. Amyot distributed and discussed the Circuit Riders summary report and recommendations including planning to transition through her upcoming retirement.
Resolution offered by P. Smith, seconded by B. Ferguson:
WHEREAS, It is estimated that upgrading all of the States 90,000 miles of county and town roads to meet the American Association of State Highway and Transportation Officials (AASHTO) minimum standards would cost well over ten billion dollars; and
WHEREAS, There is only about $85 million annually available to all municipalities for all purposes in the NYS Transportation Improvement Fund, and a State imposed tax cap is designed to limit locally financed expenditures on roads and public improvements; and
WHEREAS, There are many rural and remote areas of the State which can be adequately and safely served with minimal road maintenance; and
WHEREAS, Local governments are best able to make determinations about local road maintenance needs and priorities.
THEREFORE BE IT RESOLVED, that the River Area Council of Governments supports the adoption of state legislation allowing town and county legislative bodies to designate minimum maintenance roads and provide appropriate maintenance to such designated roads as provided for in bill S02537/A00418.

Chairman McIlroy discussed a meeting between the chief elected officers and the Tug Hill Commission to develop a job narrative to advertise for a replacement for Ms. Amyot subject to her July, 2017 retirement. It was noted, upon review of the proposed advertisement and the timeline for hiring, that the proposed dates in the documents need to be updated.
Motion by B. Ferguson, seconded by P. Smith to approve the job narrative as developed with updates to the dates for submittal of applications. Ayes-7, Nays-0. Motion carried.
Motion by P. Smith, seconded by S. Storms to authorize the Chairman to execute the submitted timeline for hiring the new circuit rider contingent on updates to the benchmark dates. Ayes-7, Nays-0. Motion carried.
Motion by P. Smith, seconded by J. Zando to appointment W. McIlroy and B. Ferguson to the circuit rider search committee. Ayes-7, Nays-0. Motion carried.
Motion by J.
Zando, seconded by P. Smith authorizing the Secretary to
pay for one session of YMCA swimming lessons per registered child if they
register using the RACOG card. Ayes-7, Nays-0. Motion carried.
Motion by P. Smith, seconded by R. Vary to open the Twin Village Swimming Pool to the public on June 26, 2017. Ayes-7, Nays-0. Motion carried.
Motion by P. Smith, seconded by T. Stewart to adjourn. The meeting adjourned at 6:37pm.
